Collar covers two different English concepts: necklace and collar. (There are lots of words in Spanish which similarly cover more than one English concept.)

Llevaba un collar de rubíes imponente.
She was wearing an impressive ruby necklace.

The kinds of collar referred to by collar are the ones you find round the necks of cats, dogs and other animals:

un collar de perro con tachuelas
a dog collar with studs on it

If you want to talk about the collar of a dress, shirt and so forth, the word to use is cuello:

El cuello de esta camisa está muy gastado.
The collar of this shirt is very worn.
