Lo que me motiva es hacer de Barcelona una gran capital europea.
What motivates me is making Barcelona into a great European capital city.

To remember that the feminine refers to a capital city, it may help to think of the word la ciudad, city, which is also feminine.
Masculine el capital refers to capital in the meaning of money:

La empresa ha ampliado el capital.
The company has increased its capital.
