desaconsejar, verb:
to advise against
Spanish can be more economical than English, and use a single word instead of several. Desaconsejar — to advise against — is a case in point. Notice how it takes the direct object lo.
Los técnicos, sin embargo, lo desaconsejaron.
The technical experts, however, advised against it.
When the advice is against doing something, you need to use the subjunctive.
Desaconsejan que las mujeres la utilicen sin supervisión medica.
They advise women not to use it without medical supervision.
