La ceja is the word for eyebrow. Some people have very thick eyebrows, and the adjective in this particular case is poblado:
una mujer de cejas pobladas
a woman with thick or bushy eyebrows
Cejas come in to a couple of Spanish idioms. If you get an idea in your head about something, or a bee in your bonnet, you can use the reflexive phrase meterse una idea entre ceja y ceja a. Note how the structure looks in context.
Cuando al presidente se le mete una idea entre ceja y ceja, es capaz de cualquier cosa.
When the President gets a bee in his bonnet, he’s capable of absolutely anything.
This idiom uses a similar part of the body to English:
Está endeudado hasta las cejas.
He’s up to his eyes in debt.
