To be jealous of someone is tener celos de:

Tiene celos de su mejor amiga.
She’s jealous of her best friend.

And to make someone jealous is dar celos a>:

Coquetea con otros sólo para darle celos a su esposo.
She flirts with other men just to make her husband jealous.
